Volunteer of the Year, Norma L. Sepulveda.
Norma L. Sepulveda has been selected as the 2025 Volunteer of the Year for the Starr County Fair. Norma is Chairman of Booths for Food Vendors and Craft Vendors, serving since 2012.
She is grateful for her daughter, Samantha Sepulveda Chapa, who serves as her assistant, and for the help of Jesse Ramos, who also volunteers.
Norma has been helping with the Starr County Fair since 2005, when her daughter was in 4-H. She has also served on the Parade Committee and the Wild Game Dinner Committee, and she assisted with the rabbits and poultry in the past.
She states that she loves the Starr County Fair and enjoys meeting new people. The vendors are very generous and kind, and she likes being around the kids. “I love seeing them show their animals and win prizes.” She noted that the Fair keeps getting bigger, and there are more vendors and greater.
Norma stated, “I’d like to thank my family for their support of my work with the Fair, and I’d like to thank the Fair for this honor, which I was not expecting but am very proud to receive.”

Career and Technical Education Department of RGCGISD
Being honored as Group Volunteer of the Year is the high school’s Career and Technical Education Department of RGCGISD, headed by Mrs. Adelina G. Villarreal and her immediate staff, including Agueda Garza, Martha Barrera, Salvador Hernandez, Pedro Martinez, and Noelia Cuevas. The following CTE teachers support the educational and developmental aspects of the Starr County Fair, which aims to promote skills and interests that are beneficial for the youth in the county.
They assist with mentorship and skill development of students, project supervision and guidance, educational workshops and demonstrations, and community engagement. They assist the Starr County Fair Association, ensuring that the youth are supported in their endeavors, promoting Career Readiness by helping students connect their Fair experiences to real-world job opportunities.
These volunteers play a foundational role in guiding, supporting, and inspiring the youth at the Starr County Youth Fair. They have been doing this task for over 14 years. Their impact extends beyond the event itself, fostering a stronger connection between education, skills development, and future career opportunities.
